Be Subtle to Know the Truth
The main thing about spies is that it is difficult to know if they are telling the truth. The way to know is to be very subtle and have ingenuity. For example, you may ask them to get some information for you that you aren't that interested in. While, all along, you simply want to know something else indirectly that you know will come out in questioning. The spy will make their report and have no idea what it was they actually reported on. This type of subtlety and ingenuity takes careful thought and foresight.
Be Intimate with Spies
It is easier to tell if someone is telling the truth if you know them well. The spy should be kept close to you so that you can know of their truthfulness. You may also be able to detect if they are a double agent as you get and stay close to them.
Reward Spies Well
A spy can have information that is worth a lot. They can help you win a battle easily and save thousands of lives and much money. The job of a spy is also very dangerous. They spy should be rewarded well. The other thing is that a spy may try and sell out to the highest bidder. If you are very cheap, you are more likely to get the bad information.
The converted spy will have the most information about the enemy. Their information is invaluable. And, in addition, the converted spy will need to be paid a lot to keep the loyal. The converted spy should be paid incredibly well and treated like a king. They should have comfortable housing and any other thing they need.
Enemy spies should be sought out and treated very well so that they will give up their information. By being treated very well, the enemy spy may become a converted spy.
Killing Spies
If spies divulge information that they shouldn't, they should be put to death and anyone else that they told the information to.
